The title is a Japanese joke for "Mu no Empty," too. Based on pronunciation alone, it would be translated to "Empty from (the Continent) Mu."

Orihime orders Empty to steal Rockman's OOPArt. Rockman transforms into Thunder Berserk and fights him. However, his attacks on Empty do not work one bit, and it is a very close fight. Amachi and Utagai analyze Empty so they can find his weakpoint, but... (Translation by onkeikun)
Summary:
Rockman and Empty's fight is fast and furious, all the while Empty trying to grab the Sword of Berserk to spare himself the time of knocking Rockman unconscious. Rockman holds his ground, and slashes Empty twice, but his attack doesn't have any effect. Empty claims he doesn't exist, which Harp Note takes as a challenge and plays a Shock Note in his direction. Empty phases in behind her, and with one Magic Thunder-powered punch, sends her flying into an oil tank. While Rockman's distracted, he gets the same treatment.
Detective Goyoda and Amachi arrive with the Satellite Police, and notice Doctor Orihime there. When they ask what's going on, she tells them her plans for resurrecting the Mu continent and ushering in a new world. Detective Goyoda tries to arrest her, but Empty defends her. Amachi's Star Carrier can't seem to gauge Empty's power level, reading it as infinite.
When Rockman notices the oil he's sitting in, he thinks quickly and lures Empty away before their attacks ignite it and set the whole place on fire. Empty tries to chase him, but seems to be tethered to Orihime's car. She gets in and drives Empty to the next location, leaving Amachi wondering why, so he calls Utagai and has him run an analysis on Empty. Empty gets back to Rockman, but soon suffers the same problem, only using his long-range attacks. Utagai confirms that Empty is empty on the inside, not getting his body from a human, but from a materialization process not unlike the Utagai Area. And like the limits of the Utagai Area, Empty can only maintain his form near the conductor of the environment, which in this case is Orihime's car. Amachi tells Detective Goyoda to set his service weapon to Jammer Mode, and with one blast he's able to disrupt the Denpa frequency of the automobile, disabling Empty completely. Rockman slashes him, and the fight is over. Unfortunately, Orihime still possesses two OOPArts, and by having Empty absorb them, their limitless power recharges him. War-Rock's OOPArt reacts as well, and together the three keys reopen the portal to Mu.
