Summary:
Libra's contest entry wins first place, and gets his journal published for everyone in town to read. The water element appreciates the chance to be taken seriously as a writer, while the fire element still sees himself puttering around instead of attacking the Earth. But when the book actually starts flying off the shelves, both sides are surprised.
"Even Aliens Have Troubles" becomes the biggest book out there, so popular that the publishers request Libra write a special edition for them. Libra accepts the offer, but writing a story is harder for him than simply writing about his experiences, so he takes a break by visiting his usual haunts.
A problem arises when all the readers of his journal start visiting the same places he wrote about, which makes his quiet time to think all too loud. He starts thinking that attacking the humans would be much easier than dealing with the crowds, when a TV crew shows up to interview him. The invasion of privacy drives him nuts, and he Denpa-Henkans to destroy everyone.
Since Luna, Gonta and Kizamaro dragged Subaru along to every place in the book, Rockman's right there to keep Libra Balance from causing trouble. Libra uses a Heavy Weight which slams into a refinery tank, then a Flame Weight attack detonates the gases inside, creating an inferno from which Libra Balance can't escape. As he laments on the loss of his Aqua Weight attack, the water element returns and faces the fire element within him. They both decide they work much better together, and his two personalities reunite. The fire's still raging, so Rockman uses the Star Break to transform into Ice Pegasus, and activates Magician's Freeze to cool the area. Unfortunately, it allows Libra Balance to slip away.
The new book "Even Underground Dwellers Have Troubles" becomes the hot read in town, dwindling Libra's commercial success for the second time, but this time he doesn't mind at all.
