Summary:
While Rockman and Cygnus Wing battle at Amaken, the Satellite Police arrive to settle the disturbance. Cygnus Wing gets the advantage over Rockman, then unleashes his Wataridori to distract him while he heads for the falling satellite. Luckily for Rockman, Detective Goyoda's virus busting gear freezes the Wataridori in place long enough for him to blast them all with his Buster.
Inside Amaken, Amachi and his employees learn of Utagai's plan, and everyone outside notices the satellite entering the Earth's atmosphere. Evacuation is implemented immediately, while Rockman heads up the Wave Road to reach the satellite. There he meets with Cygnus Wing again, and tries reasoning with Utagai to reject Cygnus's influence.
Utagai fully believes in what Cygnus has told him, but War-Rock refuses to let him. He reminds Utagai that Subaru shared his candy bar with him while being hungry himself, and when Utagai remembers that act of kindness, Cygnus's hold on his body weakens. Subaru takes the opportunity to use a Cannon Battle Card, and although Cygnus Wing tries a Dancing Swan attack, Rockman's shot hits its target, and Utagai is freed. Unfortunately, it's only a moment until Cygnus takes control again, and vows revenge against War-Rock another time.
With Cygnus Wing gone, Rockman still has to deal with the satellite. It's too close to the Earth to return to space, so his only option is to destroy it. He has a stroke of genius, and blasts off one of the solar panels with his Buster, which starts the satellite spinning in a frenzy that rips it apart during re-entry, sending tiny pieces scattering toward the ocean, where they all fall harmlessly.
While Detective Goyoda questions what side Rockman's really on, Subaru wonders about Utagai. War-Rock assures him that they'll meet Cygnus again, since he's still after the Andromeda Key. Subaru asks what that is, but all War-Rock tells him is that it has nothing to do with him. Subaru pledges to himself that he will rescue Utagai from Cygnus's control.
